Vermont Baby Bonds
Baby Bonds is an innovative policy designed to reduce intergenerational poverty, strengthen rural economic development, and help young people build their future in Vermont. Too often, young Vermonters leave the state in search of opportunity. Baby Bonds is rooted in a different vision: one where children born here can afford to stay, invest, and contribute to the communities that raised them.
By investing at birth, Vermont can help ensure that children facing the greatest economic barriers have a meaningful opportunity to build assets, create stability, and remain rooted in our state.
Baby Bonds will begin as a pilot in the Northeast Kingdom, allowing Vermont to test, refine, and prove the model before statewide expansion. During the three-year pilot, children who are born on Medicaid in Caledonia, Orleans, and Essex Counties will receive a $3,200 investment at birth, managed by the Vermont State Treasurer’s Office. This investment will grow over time into a meaningful resource that supports education, housing stability, entrepreneurship, and long-term financial security.
